Mission Statement

Marine Corps Senior Enlisted Academy (MCSEA) is a standalone academy responsible for the governance of senior enlisted professional military education (PME). MCSEA will advance senior enlisted professional military education and leadership development into the 21st century and incorporate adult learning while embracing an information age approach. Marine Corps Senior Enlisted Academy 's focus is developing student learning objectives for all E8 and E9 PME that concentrates on how to think vice what to think. 

 


 

Marine Corps Senior Enlisted Academy History

The Marine Corps Senior Enlisted Academy (MCSEA) is located aboard MCB Quantico on the Marine Corps University campus building 3078, also known as Billeb Hall. The building’s ribbon cutting and dedication ceremony took place on 20 May 2022. Sergeant Major Bertha Billeb served with distinction as a Master Sergeant, First Sergeant, Master Gunnery Sergeant, and Sergeant Major, she epitomizes what it means to be a Senior Enlisted Leader. She retired in 1973 after 30 years of continuous active duty, another first for a female Marine.

Camp Okinawa SNCOA Information

Enlisted PME Recruitment  

Marine Corps University and the SNCO academies are searching for prospective Marines who desire to either develop curriculum for the enlisted force or serve as a faculty advisor at the regional SNCO academies. If you're interested, review the details and requirements below.

Marines who serve as a curriculum developer at the Enlisted PME branch have the unique opportunity to impact the enlisted force through the development and delivery of resident and non-resident courseware. Curriculum developers are subject matter experts in their respective MOS as well as across the spectrum of the MAGTF. Marines who serve in this billet will develop curriculum for the resident SNCO academies.

Requirements:

No specific requirements exist to serve as as curriculum developer however; you must have solid communication skills and be proficient at using word processing and presentation software (MS Word & PowerPoint). Desired skills are listed below.

  • Bachelor or Associates degree

  • Previous instructor assignment

  • Completion of FSIC or CDC

Marines interested in becoming curriculum developers must send an email (with the Curriculum Developer and Staff Noncommissioned Academy Faculty Advisor Screening Checklist as an attachment) to mcu_ceme@usmcu.edu to schedule an interview.  Complete the subject line as:  Attn:  Curriculum Development Officer - (Name of Interested Marine) Interview.

 

SNCO Academy Faculty Advisor Recruitment  

The SNCO Academy faculty advisor's billet is one of the best duties in the Corps and can provide Marines who serve in this capacity to directly impact the Corps' enlisted leaders. Faculty advisors deliver courseware developed by the enlisted PME branch, facilitate small group discussions, mentor SNCO academy students and serve as role models. Faculty advisors can serve at any of the six regional SNCO academies in the corporals, sergeants, career, or advanced courses.

Requirements:

  • Conform to physical fitness standards as prescribed in MCO P6100.12

  • Record does not indicate a trend concerning disobedience of orders or regulations, misbehavior, alcohol/drug abuse, domestic violence, or substandard performance.

  • Does not have a history of financial instability.

  • Previous successful tour as an instructor preferred, but not required.

  • Higher education is desirable, but not a requirement. Significant qualifiers are as follows:

    • Bachelor's degree (any subject)

    • Master's degree (any subject)

Marines interested in becoming SNCO Academy faculty advisors or curriculum developers must complete the Curriculum Developer and Staff Noncommissioned Academy Faculty Advisor Screening Checklist.  

Marines who are applying to be faculty advisors should then contact the deputy director at the academy nearest to them to schedule an interview. 

Resident Advanced School

The Advanced School is an intermediate level seven-week course for Marine gunnery sergeants (E-7s). During this school, Marines will continue to learn, at a more progressive level, about the various aspects of ethical leadership, professional warfighting, and sound decision making. This school will focus on the theories behind Marine Corps command and control, the challenges of leadership development, and the fundamentals of expeditionary force at the tactical level. This school will provide a better understanding of the translation of policy into action.

  • Serve as ethical leaders, educated in the theories behind Marine Corps command and control, who recognize their role in influencing the command climate and supporting the commander’s philosophy.

  • Serve as professional warfighters, educated in the fundamentals of how the Marine expeditionary force conducts operations at the tactical level, who comprehend the art and science of operational planning, and the relationship between the National Security Strategy and the National Military Strategy.

  • Serve as sound decision makers, educated in the challenges of leadership development within an organization, who can translate policy into action, and possess the analytical ability to recognize the essence of given problems and the creative ability to devise practical solutions.

Resident Career School

The Career School is an intermediate level seven-week school for Marine staff sergeants (E-6s).  This school is intended to enable Marines to serve as ethical leaders, professional warfighters, and to become sound decision makers.  This school will also educate students on obstacles that affect Marine cohesion and compliance with organizational values, Marine Corps warfighting doctrine, and diverse decision making processes.

The Sergeants School is a primary level course for Marine Sergeants (E-5s). This four-week school provides students with the knowledge and skills to recognize how personal actions influence processes, to comprehend warfighting functions and their impact on operations, and to use communication skills to effectively relay courses of action. This school is intended to enable Marines to serve as ethical leaders, professional warfighters, critical thinkers, and sound decision makers.

School Registration

  • Marines who must travel in order to attend resident PME (those who are in CONUS and not co-located with a regional SNCO Academy) should make every effort to be registered for a course at the MCB Quantico SNCO Academy in order to maximize the efficient use of school seats available at the SNCO Academies. Marines from inside the local area of the regional SNCOA will have priority for seat registration. This does not apply to those students who are traveling to the MCB Camp Butler SNCOA from other OCONUS locations.

  • Units must submit their nominations through their respective MARFOR representative for registration in Marine Corps Training Information Management System (MCTIMS). All nominations, regardless of location, must be received by the respective MARFOR representative no later than 45 days prior to the class reporting date by email or DMS message. Student information required by the MARFOR representatives for processing is last name, first, MI, EDIPI and Military Occupational Specialty.

  • Reserve Schools. All nominations, regardless of location and status, must be received by the respective MSC or Op Sponsor, no later than 45 days prior to the class reporting date. SMCR units must submit their nominations through their respective MSC representative for registration in MCTIMS. IRR Marines must contact the Marine Corps Individual Reserve Support Activity (MCIRSA). MCIRSA is responsible for coordinating requests for seats in MCTIMS. MCIRSA customer service can be contacted at 1-800-255-5082 or MCIRSA_IMA@usmc.mil. IMA Marines must have their Op Sponsor request seats through MFRG3TRAINING@usmc.mil.

 


 

Appropriation Data

  • MARFOR representatives will request TECOM World Wide Travel (WWT) funding for attendees through the TECOM G-8 Formal School Training Support Branch (C464).

  • Rental car is not authorized.

  • Within 45 days following the completion of the course, each unit will provide a copy of the student's liquidation to CG, TECOM, Quantico, VA 22134 (C464FM).

  • Quota allocations may be found in MCTIMS, or through each unit's S-3/G-3.

Sister Services Registration

The Marine Corps recognizes the value of sister service members attending the enlisted professional military education resident courses. The various perspectives and experiences of these students are an invaluable addition to the education of the joint force. To foster jointness and increase collaboration among services, the College of Enlisted Military Education (CEME) reserves allocations at Regional Staff Noncommissioned Officer Academies (SNCOA) for sister service members to attend Marine Corps enlisted professional military education schools.

Nomination Process

Prospective students should contact their respective service coordinator to determine eligibility and specific service requirements. The points of contact for the Air Force and Navy are located below in the points of contact section. The CEME Operations section is the sole information source for school seats and questions regarding sister service registration. Regional SNCOA should not be contacted directly.

Nominations must be received by CEME operations 60 days prior to the respective course report date. 

Pre-requisites

1.  Prospective students must meet all requirements listed on the Command Screening Checklist (NAVMC 11580)
2.  Prospective students must be within their service height and weight standards.
3.  Nominees must be in a full duty status. (Unless an approved duty status waiver is obtained)
4.  Complete the Marine Corps’ Distance Education Program requirement for the school they are applying to attend. Instructions are provided below.

Students must complete the appropriate distance education program for the school that they are attending via MarineNet, prior to being considered for registration.

Allocations

The College of Enlisted Military Education has allocated six seats for the Navy and six seats for the Air Force per fiscal year at each of the Staff Noncommissioned Officer Academies listed below. These allocations are filled on a first come, first served basis, with priority determined by the nominating service.

Funding for all TAD/TDY expenses including travel, lodging, messing, and per diem are the responsibility of the nominating service.
