About

The Office of the Vice President for Operations and Plans (VPOP) synchronizes education operations across MCU/EDCOM, oversees the conduct of institutional effectiveness, and supervises the development and implementation of the MCU Strategic Plan in order to integrate the efforts of the diverse entities of the command toward achievement of the institutional mission and strategic vision.

Plans Directorate

The Plans Directorate is responsible for institutional-level strategic planning and other university-level planning requirements in order to develop shared situational awareness and help decision-makers direct and coordinate University activities. The Office's primary responsibility is development and implementation of the University's Strategic Plan. Plans also supports University requirements for planning with HHQ and other external agencies, as well as quality process improvement, integrating reporting processes across University platforms in support of decision-making, and providing support to current and future operations across MCU/EDCOM. Support is broken down by the following types of requests/activities: PLANS Supervise the development, implementation, and assessment of the MCU Strategic Plan. Organize and conduct MCU-level Operational Planning Teams (OPTs), as required. Oversee the conduct of the MCU President’s Planning Council (PPC). Develop and manage the command’s formal Quality Process Improvement Board (QPIB) and also informal process improvement activities to examine designated processes, and to develop solutions to increase their efficiency or effectiveness. Perform other duties in support of MCU current, future, and planning activities, as directed.

Major Outcomes/Objectives

1.  Education Integration

  • Coordinate cross-functional/organizational actions and info flow.

  • Oversee the design and conduct of an integrated approach to institutional effectiveness across MCU/EDCOM.

  • Integrate and improve MCU internal processes (Quality Process Improvement Boards).

  • Develop and maintain an effective, transparent, collaborative, and responsive organizational structure IOT foster a culture of continuous learning and improvement (MCU Strategic Goal 2).

2.  Operations

  • Synchronize education operations across MCU/EDCOM.

  • Develop an integrated MCU SITREP for Higher Headquarters.

  • Manage the accomplishment of tasks assigned by Higher Headquarters.

  • Prioritize the use and scheduling of MCU facilities.

  • Oversee preparation for major, MCU-level events and publish Letters of Instruction, as required.

3.  Plans

  • Supervise the development, implementation, and assessment of the MCU Strategic Plan.

  • Coordinate development and submission of MCU/EDCOM reporting requirements to support Higher Headquarters strategic planning documents.

  • Oversee the conduct of the MCU President's Planning Council (PPC).

  • Organize and conduct MCU-level Operational Planning Teams (OPTs), as required.

 

Overview

Institutional Research, Assessment and Planning (IRAP) is responsible for ensuring the University’s ongoing commitment to institutional effectiveness by providing assessment support and guidance. This includes monitoring both direct and indirect measures of achievement, academically and administratively.

The philosophy and functions of Institutional Research at MCU are presented in the Institutional Effectiveness Policy which is updated to reflect the current status of Institutional Research at MCU.

Mission

Institutional Research, Assessment and Planning serves as a resource to MCU engaging in the ongoing collection of information supporting systematic assessment and evaluation of both resident and nonresident programs. Included in this mission is the provision of research services which promote the use of relevant, timely and accessible data from which leaders can gain a deeper understanding of issues and conclusions that support decision-making, resource allocation and institutional effectiveness.

  • Assessment Support

    • IRAP provides guidance on a wide range of approaches to the assessment of both academic and administrative direct measures. Information on developing appropriate outcomes and choosing the right measures is available as well as guidance on the selection of tools (rubrics, scales, etc.) to assist in measuring outcomes. MCU's Annual Assessment Report is coordinated and archived by IRAP.

ACADEMIC YEAR 2023 INSTITUTIONAL EFFECTIVENESS ASSESSMENT REPORT (IEAR)

  • Survey Creation and Data Analysis

    • The creation of surveys for indirect measures of student, faculty and staff responses is available as well as compilation of survey data to support decision-making.

  • PPC and Strategic Planning Support

    • Coordination of the President’s Planning Council (PPC) meetings is conducted by IRAP as well as the development of Strategic Planning initiatives and publications.

Overview

Overall force readiness is critical to the Marine Corps mission. Training involving certain subject matter contained in references (MCO 1500.63) is required either by law, the Department of Defense (DoD), the Department of the Navy (DON), or by the Commandant of the Marine Corps (CMC) through Headquarters Marine Corps (HQMC). These training and education events are required for members of the service, regardless of Military Occupational Specialty (MOS) or rank/grade or component, unless otherwise exempted or waived.

Note 1. Unit Training is conducted by the parent unit or a support unit. There are varying requirements for instructors, SMEs, and mediums of training. Original orders should be consulted when developing unit training.

Note 4. Counterintelligence Awareness and Reporting (CIAR). CIAR training should be tailored to the command’s mission and operational activity and shall be conducted by Counterintelligence (CI) credentialed agents. CI support can be coordinated through local G-2X Staff elements.

Note 5. Prohibited Activities & Conduct (PAC) Prevention & Response. PAC training can be conducted by Leader-led or Unit (SME) training.

Note 6. Records Management. HQMC (AR) will publish an annual “Records Management Information Bulletin” for commanders. The Leader led training options is still available.
