Mr. Daniel C. Rice

Daniel C. Rice serves as the China Military and Political Strategy Subject Matter Expert at the Marine Corps War College (MCWAR) and the Deputy Director of the MCWAR China Warfighting Initiative. At MCWAR, and through the China Warfighting Initiative, he is responsible for educating Marines on China, the People’s Liberation Army (PLA), and Chinese military strategy across Marine Corps University schools and to the broader Marine Corps.

Mr. Rice also serves as the co-editor of the MCWAR academic journal the China Military Studies Review. His speaking, research and publications on China and the PLA have appeared in the Wall Street Journal, ABS-CBN, Air and Space Forces Magazine, the Cipher Brief, Johns Hopkins SAIS China Studies Review, Marine Corps University Press, the Army War College China Landpower Studies Center, the Air University China Aerospace Studies Institute, the Naval War College China Military Studies Institute, and the Taiwan NDU Naval Command and Staff College.

He regularly travels to speak at international conferences, teach at allied and partner PME institutions, and educate forward-deployed US service members in the Indo-Pacific. Outside of MCU, Mr. Rice is a founding member of the Booz Allen Hamilton China Way of War course, a non-resident Senior Fellow of the Mitchell Institute for Aerospace Studies, and the founder and president of the consulting firm Dong Feng.

Mr. Rice is a graduate of the Taiwan NDU course on the PLA and holds a master’s degree from the Hopkins-Nanjing Center and Johns Hopkins School of Advanced International Studies. He is fluent in Mandarin Chinese.
