Narrator: Before the OPT can begin the next step—the COA war game—the commander specifies the evaluation criteria to select the course of action.

CO: I base my evaluation criteria on METT-T, knowledge, expertise, experience, and judgment to help focus the wargame effort and provide the framework for COA selection. Specifically, I will look at how well each COA generates tempo, the amount of risk involved, the logistic supportability, any political or international considerations, how well the COA addresses the enemy centers of gravity, and the potential for friendly casualties.

Simplicity: Battlespace, control measures, phasing, command relationships.

Speed/Efficiency:

  • Does our sustainment/logistics plan minimize operational pauses?
  • Have we appropriately tasked our coalition partners?
  • How soon can we execute?
  • LOCs Secure and FOBs established?
  • How well are our COGs/CVs protected--TCF requirement (Force Protection)?
  • Effectiveness: Does our COG effectively exploit enemy CVs to defeat their COG?

Single Battle: Is aviation, IO sufficiently integrated?

Weather: Impact on critical events, decision points

Risk: When and where is our plan most vulnerable? Difference between COAs in estimated casualties?

  • Warfighting functions
