It is the initial step in the design effort to begin to frame the problem as a basis for developing possible solutions. The specific content of the Commander's Orientation will vary by the uniqueness and maturity of the situation and the experience of the commander. Most importantly, the Commander's Orientation demonstrates the commander's personal involvement in the planning process and allows him to set the tone for the follow-on design dialogue performed to collectively gain an enhanced understanding of the environment and the nature of the problem.
