CO: If there is a critical vulnerability in the Marine Corps Planning Process, it is Transition. Transitioning the plan or order to someone who has not been involved in its development is counterintuitive, not to mention difficult. Remember what Von Moltke the Elder said, "The plan is nothing. Planning is everything." His caution is that the planning process is what's important in waging war. At the MEF level, those who will be executing the plan are eliminated from its development in a significant way, making the Transition step extremely crucial. It has to be done right.
