Narrator: Paragraph 3.b., concept of operations, should be a refined COA produced in COA Comparison and Decision. It will depict by phase and stage, the concept of operations, and identify the main effort, supporting efforts, and the reserve. This is a verbal or graphic statement that clearly and concisely expresses what the commander intends to accomplish and how it will be done using available resources. The Concept of Ops provides the basis for supporting concepts, included as order annexes.

Before the commander signs the order:

Comparison and Decision Products ----> CONOPS

b. Concept of Operations

(1) Concept of Maneuver. Annex C (Operations) and Annex W (Aviation Operations)

(2) Concept of Fires. Annex C and Annex W

(3) Concept of Support. Annex D (Logistics/Combat Service Support)

(4) Other Concepts as required.
