Narrator: The COA Development phase of the Marine Corps Planning Process is the most difficult and challenging part of planning. So take the time now to review what you have learned. COA Development activities provide- COAs in sufficient detail for wargaming, using the Commander's Wargaming Guidance, evaluated against the criteria that the Commander has established. COA Development produces detailed COAs for wargaming, plus the Commander's Wargaming Guidance and his Evaluation Criteria.
