Narrator: There are many techniques for developing COAs. Planners use a sequence of actions given goals and objectives; others consider key factors such as METT-T; and others focus on ways to counter the enemy’s most dangerous and most likely COAs. Regardless of the specific technique used, these are factors that should be considered.

Factors to consider during COA Development

Establish Battlespace Framework - relate friendly forces to each another in time, space, and purpose
Array Forces - friendly, adversary and populations (when relevant)
Assign Purpose and Then Tasks - associate each task with envisioned actions
Task Organize - to ensure each unit is proplerly constructed, sized and resourced
Integrate - actions across time and space in COA graphic and narrative
Determine Control Measures - to expedite actions and ensure sufficient battlespace and flexibility
Consider the Adversary - most dangerous, most likely, and most advantageous to friendly forces COAs against every friendly COA
