Narrator: The staff presents a problem framing brief to the commander so he can review the products developed during problem framing and ensure a shared understanding with the staff. When approved by the commander these products inform COA development. It can be as simple as a proposed mission statement, or it can explain in great detail the information that was analyzed and synthesized. Both the commander’s presence during the planning session and the brief can influence the commander’s understanding of the environment and the problem. Once the commander has heard the brief, he may approve or refine his initial intent and guidance or modify the mission statement, or he may develop a new mission statement. He may also provide his COA development guidance. Once the mission statement is approved, it remains valid unless a major change occurs. Keep these briefs short. Use the Neat Model (NEAT).
